The cultural and tourism departments of ten cities (cities, districts) in Sichuan and Chongqing, including Hechuan District, Yubei District, Beibei District, Shapingba District, Qianfeng District, Huaying, Linshui, Gaozhu New District, QuXian, and Dazhu, were the first council units of the alliance.
